The Reagent Processor is the kitchen's grinder. Like the microwave, it is an appliance for the appliance slot of a bench such as the Powered Bench. It has two slots: input (slot 0) and output (slot 1).
According to the game's grinder table it processes four plants, each in 0.1 seconds:

Without this appliance there is no bread, no cake and no burger. Eight of the 19 cooking recipes need flour, and oil goes into bread, fries and eight of the nine canned foods of the packaging machine, among others.
Grinding has a second benefit: shelf life. According to the game data wheat and sugarcane decay at a rate of 0.00018. Flour, sugar and soy oil do not decay at all. So when the harvest is larger than you need, grind it right away and store the powder.
Its base consumption value is 5, the bench itself needs 10 W. The appliance is made in the Electronics Printer. How ingredients become meals is explained in Food and cooking: nutrition, mood and shelf life.
